With reference to the letter from the Colonial Office of the 10th September last, and the reply of the Board of Trade of the 29th of the same month, relative to the complaint of the Masters of the "Western Chief", that a Destitute Seaman in an offensive state of Disease had been placed on board his Vessel at Hong Kong, for a Passage home as a distressed British Seaman; I am directed by the Board of Trade to transmit for the consideration of Earl Carnarvon the accompanying Letter and inclosures from the Master in question on the same subject.
